In a large bowl, whisk the bourbon with the elderflower liqueur and sugar until the sugar dissolves completely. Stir in the grapefruit juice, bitters and grapefruit zest and refrigerate until chilled, about 2 hours. Stir in the sparkling water and garnish with the mint leaves. Ladle the punch into ice-filled punch cups.
