Pat the garlic all over the lamb chops, then sprinkle them with the spice mixture. In a large skillet, heat the vegetable oil. Add the chops and cook over moderately high heat, turning once, for about 6 minutes for medium-rare. Transfer the chops to plates, garnish with the cilantro and serve. Serve With Couscous.
