F&W Best New Chef 2011 Ricardo Zarate of Mo-chica got Angelenos excited about the Peruvian-Japanese food hybrid known as nikkei at his second restaurant, Picca. Now he’s opened his third and most ambitious Peruvian restaurant yet.
