Renowned chef Michel Richard of Citronelle opened his second restaurant in January, with softer prices—entrées hover in the $20 range—and a more casual vibe. French bistro classics, like hanger steak and onion soup, accompany tributes to classic American food, like fried chicken and apple pan betty. The room, with its large windows overlooking Pennsylvania Avenue, is decorated in blond tones; the long bar is already one of the hottest in town.
