Last summer, the tiny city-center secret that is Ely Winebar spawned a new branch in the Docklands. Though this one is much bigger, the winning format is the same: There’s an extraordinary 500-plus-bottle wine list, and the dishes, which riff on Irish, French and Italian cuisine, were created with wine pairings in mind.
