A busy spot for cocktails and tapas, Cesar has a happy hour that runs both before and after dinnertime. Large double doors open between the outside patio and dining room, which is designed with a central bar, blonde woods, simple furnishings, and red walls. The tapas dishes have a Spanish and Mexican flare. Share calamari with Spanish mojo picon—a garlic and red pepper sauce—or a plate of nachos topped with carne asada (grilled beef), fresh salsa, guacamole, beans, and Oaxacan cheese. For dessert, dip fritter-like churros in a small cup of thick chocolate.
